ELWOOD, Ind. (ADAMS) – The man accused of gunning down an Elwood police officer over the weekend should have been in prison, according to new court documents.
Records show that 42-year-old Carl Boards the Second was sentenced back in 2006 to 25 years in prison for shooting at the police, but he was released early.
Boards has a long criminal history of drug and weapons violations. Prosecutors in Anderson filed formal murder charges against him yesterday. Boards is facing life in prison, but prosecutors are not ruling out the death penalty.
Boards is accused of shooting and killing rookie officer Noah Shahnavaz during a traffic stop early Sunday morning.

The Indiana State Police released details on a foundation established for Noah Shahnavaz’s family.

Indiana Fallen Heroes Foundation has established an official memorial fund to honor Officer Noah Shahnavaz.
On July 31, 2022, Officer Noah Shahnavaz was shot and killed while conducting a traffic stop on State Road 37 and County Road 1000 N in Madison County, Indiana.
The foundation has been designated by the Elwood Police Department as the official fundraiser to accept monetary donations on behalf of the family. Anyone who is wishing to donate can visit any First Merchant Bank by referencing the Indiana Fallen Heroes Foundation.

ELWOOD, Ind. (ADAMS) -The community of Elwood is mourning the death of a local police officer who had joined the force only eleven months ago and was an Army veteran.
Police say 24-year-old Noah Shahnavaz was shot and killed early yesterday morning by a suspect who fled from a traffic stop but not before he fired several shots at the officer. Shahnavaz was flown to an Indianapolis area hospital where he died. Police captured the suspect after a chase that ended in Fishers in Hamilton County.
He’s identified as 42-year-old Carl Roy Webbs Board the Second from Anderson. He faces a host of charges at a hearing today, ranging from murder and resisting arrest to possession of a firearm by a felon.
The Elwood Police Department have identified the officer killed this morning to be Noah Shahnavaz, 24, from Fishers, Indiana. Shahnavaz was a five year veteran of the United States Army and proudly served the Elwood community for the past 11 months.

The Indiana State Police, at the request of the Elwood Police Department, are investigating an officer-involved shooting in which an Elwood Police Department Officer was killed.
A preliminary investigation by Indiana State Police Detectives revealed this morning, just after 2:00 a.m., an Elwood Police Officer conducted a traffic stop on a 2012 Buick LaCrosse near the intersection of State Road 37 and County Road 1100N in Madison County, Indiana. For an unknown reason, the suspect exited the Buick and fired multiple rounds striking the officer at least one time. Before additional officers arrived, the suspect fled from the scene in the Buick. Responding officers from Elwood Police Department and Madison County Sheriff’s Department located the wounded officer and administered life-saving measures until medical personnel arrived. The officer was transported by ambulance to Ascension St. Vincent Mercy in Elwood and later flown by helicopter to an Indianapolis area hospital, where they succumbed to their injuries.
Just after 2:30 a.m., Hamilton County Sheriff’s Department located the Buick and attempted to initiate a traffic stop. The Buick failed to stop and continued southbound on State Road 37. Hamilton County Sheriff’s deputies continued to pursue the Buick and deployed a tire deflation device near the area of State Road 37 and 146th street. The Buick continued southbound on State Road 37 toward Interstate 69. While on Interstate 69, Fishers Police Department conducted two Precision Immobilization Techniques (PIT). After the second Precision Immobilization Technique, the vehicle stuck a the median barrier wall and became immobilized. Responding officers were able to take the suspect into custody without further incident.
This is an active and ongoing investigation led by Detectives from the Indiana State Police Pendleton Post. Further information about the identity of the officer and suspect will be forthcoming. At the completion of the investigation, it will be turned over to the Madison County Prosecutors Office.

The suspect in Officer Shahnavaz’s death has been identified as Carl Roy Webb Boards II, 42, from Anderson, Indiana. He is currently being held in the Hamilton County Jail and has no bond.

2. Possession of a firearm by a serious violent felon, a level “4” Felony
3. Resisting Law Enforcement, a level “6” Felony
All crimes mentioned in this release are alleged and all suspects are presumed innocent until and unless proven guilty in court. This arrest was based on probable cause, actual criminal charges will be determined by the Madison County Prosecutor’s Office.
